Data resources, especially government data resources, as the key production factors of economic and social development, are the important foundation to support the modernization of national governance system and governance capacity.

At the Data Sharing Enabling Digital Government High Quality Development Forum held on Nov. 17, Wang Yimin, director of the E-government Research Center of the Party School of the Central Committee of C.P.C (National Academy of Governance) and deputy director of the National E-government Expert Committee, said that it is necessary to advance the construction of the national integrated government big data system, strengthen data convergence, integration, sharing, opening, development and utilization, promote the orderly flow of data according to law, and enhance the effectiveness of digital government.

Wang Yimin said that since the 18th CPC National Congress, government data has played an important role in regulating economic operation, improving government services, optimizing business environment, and supporting epidemic prevention and control. The policy environment for the development of government data has been increasingly optimized, and 31 provinces (autonomous regions, municipalities directly under the Central Government) in China have identified government data authorities in combination with government data management and development requirements. Data plays an increasingly important role in promoting new technologies, new industries and new models. The deep integration of data elements and traditional production factors has spawned new technologies like artificial intelligence, new capital like financial technology, new labor like robots, and increasingly released a powerful force to drive economic and social development.

"On this basis, a government affairs data directory system covering the national, provincial, municipal, county and other levels has been preliminarily formed." Wang Yimin said that 26 provincial-level government affairs data platforms, 257 municipal-level government affairs data platforms and 355 county-level government affairs data platforms have been built nationwide, initially realizing unified management of government affairs data directory, unified release of data resources, unified acceptance of sharing needs, unified connection of data supply and demand, unified processing of data objections, and unified promotion of data applications and services. The application scenario of government data has been continuously expanded, and the digitization process has been deeply integrated into the economy, society, government, people's livelihood and other fields.

Wang Yimin also said that although China's government big data construction has achieved positive results, it still faces many challenges, such as the government data overall management mechanism needs to be improved, the infrastructure intensive construction level is insufficient, the quality of government data sharing needs to be improved, and the supply and demand of government data are not fully connected.

"The Guidelines for the Construction of the National Integrated Government Big Data System issued by the General Office of the State Council recently provides a systematic solution to the problems in the construction of the government data system." Wang Yimin said that focusing on "eight integrations", the Guide has drawn up engineering drawings and task lists for the construction of China's government big data system, clarified the relationship between national platforms and local department platforms, and established a national integrated government data sharing, exchange and service system centered on the national government big data platform.

"In the 'eight integrations', the integration of overall management is a prerequisite, the integration of data directory is the foundation of sharing, the integration of data resources is the core task, the integration of sharing and exchange is the key support, the integration of data services is the direction of development, the integration of computing facilities is the basis of capability, the integration of standards and specifications is an important guarantee, and the integration of security is the bottom line of defense." Wang Yimin believes that the Guide comprehensively explains the construction of the national integrated government big data system in terms of the key characteristics of data elements, key links of management and governance, core areas of data and use integration, and effective support for sharing and exchange.

"This will effectively promote the vertical and horizontal connectivity of government data, and vigorously advance the construction of the national integrated government big data system." Wang Yimin said.
